vedeti mai jos in doua postinguri colectii de citate car arata foarte bine diferenta de limbaj si progres realizate de Moldova in comparatie cu Ucraina, Maroc si Iordania. aceasta nu este o analiza comparativa, dar limbajul UE in acest caz este foarte transparent si permite sa plasam Moldova in context. Iar contextul este clar – Implementarea AP e o realitate aproape virtuala. cel mai bun progres UE-Moldova au facut pe comert si frontiera – dar si asta in primul rand din cauza EUBAM si ATP (preferintelor autonome).

Moldova

  • Moldova has begun implementation of the Action Plan. Overall, while progress was made since 2005, implementation of reform strategies remains a problem, even in areas where there has been good legislative progress. Moldova needs to concentrate resources in implementation and clearly prioritise action.
  • Some progress has been achieved in cooperation on foreign policy, with Moldova aligning with EU positions on issues of regional and international relevance, though failing to do so on certain issues of particular national sensitivity.   • There are still a number of problems with regard to the functioning ofdemocratic institutions.
  • Freedom of the media is still far from ensured.

  • Moldova needs to ensure better respect for human rights. Further reform of the judiciary, in particular to ensure its independence, is needed. Independent courts, clearly-defined and limited powers of the prosecutor-general and transparency and predictability of judgements are all key elements for a functioning democracy, as well as for attracting investment.

Ucraina

· Ukraine consolidated the breakthrough in conducting a democratic election process that began with the Orange Revolution and which is also a key element of the Action Plan.

· Good cooperation between the EU and Ukraine on foreign policy.

· Considerable steps have been taken towards consolidating respect for human rights and the rule of law (e.g. removing pressure on the media and civil society, reform of the customs service)
