POLICY FELLOW – RUSSIA AND EASTERN NEIGHBOURHOOD
BASED IN LONDON
6 Month Fixed Term Contract – 1st Feb 2010 to 31st Jul 2010
The European Council on Foreign Relations (ECFR) is the first pan-European foreign policy think-tank. Launched in October 2007, it has offices in Berlin, London, Madrid, Paris and Sofia. ECFR’s Council of 100 Members – including politicians, decision makers, thinkers and business people – is chaired by Martti Ahtisaari, Joschka Fischer and Mabel van Oranje.
ECFR has brought together a team of distinguished researchers and practitioners from all over Europe to advance its objectives through innovative projects with a pan-European focus
We are currently recruiting a Policy Fellow for our Russia and Eastern Neighbourhood to provide analysis and advice on key political, social and security issues related to EU foreign policies towards Russia and the Eastern Neighborhood.
The ideal candidate will possess a general knowledge of and proven experience with the EU foreign policy towards Russia and the EU Eastern Neighborhood; country specific expertise on the recently joined new Eastern European member states, as well as Eastern neighborhood countries such as Moldova, Ukraine, Belarus, Georgia as well as:
- The ability to devise new and interesting policy proposals and innovative ways of looking at EU foreign policy problems towards Russia and the Eastern neighborhood.
- Excellent written communication skills (a very high standard of written and spoken English) and preferably another European language)
- Good knowledge of Russian, as well as one additional Eastern European language
- Knowledge of and experience with the EU institutions especially related to the EU’s foreign policy towards Russia and the Eastern neighborhood
- The ability to maintain and develop a substantial network of contacts in Russia and the Eastern neighborhood
- The ability to conduct research and to develop new research plans with a high degree of individual responsibility
- Strong media experience and the ability to present and speak in public
- The ability to work within a team
and must have a proven track record of being able to:
- Conduct specific research into European foreign policy challenges towards Russia and the Eastern neighborhood
- Follow relevant policy and political developments in individual countries of the EU Eastern neighborhood such as Moldova, Ukraine, Belarus, Georgia and the Southern Caucasus
- Propose related ECFR policy initiatives to relevant governmental and non-governmental actors
- Prepare detailed reports and briefing papers, setting out relevant research findings and policy recommendations on EU policies towards Russia and the EU’s Eastern Neighborhood
- Build and maintain contacts with relevant policy-makers, politicians, experts and others

ce-i asta? in UK cu asa salariu? un expert la IDIS castiga vreo 2-3 mii dolari pe luna. dar asta in moldova. si tu lucrai cu asa salariu in uk? vina acaca ca ai s-o duci mai bine! apopos, dar de ce te duci de la ong? si unde plece, prietene?

Vasile Cojuhari, nu cred ca ECFR se poate compara cu IDIS, cu tot respectul pentru ultima:)
Sper sa mai apara astfel de oportunitati la ECFR, numai ca pe la sfirsitul anului viitor :)
Iertata-mi fie ignoranta, dar £40K ce fel de salariu este? lunar, zilnic sau altceva?

Vorbeam de competitivitate. Nicu, stii ca primarul chisinaului a interzis salarii in administratie mai mari de 3-4 mii lei. spune ca este un salariu decent pentru moldova. esti de acord? crezi ca se merita sa mergem la primarie sa lucram pentru 3 mii lei? sau mai bine sa ne ducem in sectorul neguvernamental cu 500-1000 $?

Vasile,dar cine va zis ca in sectorul neguvernamental salariul e de 1000 $? Acolo, cum iti asterni asa dormi, banii nu-i primesti, ii cistigi…

Nicu, da tu chiar crezi ca salariul prezinta o motivare atit de importanta? Priveste cum lucreaza domnul primar general Dorin Chitoaca la un salariu de 6 mii lei. Oamenii lui lucreaza la un salariu 2-3 mii lei. uite-te ce realizari nemaipomenite au reusit in 2 ani. cum s-a schimbat administratia, citi tineri destoinici si destepti au venit in primarie. ei lucreaza nu pentru bani, da pentru viitor. acum primarul va reduce din salariile boieresti de tocmai 10 mii lei a directorilor de intreprinderi municipale. Nicu, tu ti-ai putut inchipui ca un director de intreprindere municipala in Chisinau poate ridica asa un salariu enorm de 14 mii lei? nici nu inteleg ce poate face cu asa bani. da lasa, le-o venit acuma Primarul de hac la toti. asa sa-l ajute Dumnezeu pe Dorin Chirtoaca sa curate primaria de toti kapitalistii astea ramasi de la komunisti.

Andrei, primarul este politician. el are alte beneficii, sistem de motivatii si alte perspective. dar ia vorbeste cu un absolvent de facultate sau masterat in occident (dar fara parinti bogati) daca ar merge sa lucreze la vreun minister pentru 1000 de lei? eu, cel putin, stiu cel putin o duzina de moldoveni care si-au facut masterate in occident, dar NU lucreaza pentru stat din cauza salariului. lucraza insa pentru ambasade straine, ong-uri sau organizatii internationale… sau dupa 1-2 ani petrecuti la chisinau pur simplu pleaca din nou in occident. mai stiu oameni care au lucrat 1-2 ani si dupa aia au plecat la salarii mai bune.
la fel stiu o duzina de georgieni care au revenit din occident acasa si lucreaza pentru guvern la salarii de 600-800 USD, si lucreaza de 4-5 ani.

Nicu, imi pare rau sa aud ca pleci de la ECFR. Sper insa sa iti citim in continuare analizele interesante atat pe blogul EUobserver cat si aici. Eu te urmaresc destul de constant si cred ca mi-ar lipsi o sursa de informare coerenta daca ai inceta sa mai scrii.
In alta ordine de idei, ce vei face de acum inaine? Sper ca ceva cel putin la fel de interesant si poate chiar si mai practic pentru tine si poate si pentru Romania. Asta daca vrei si crezi ca e oportun sa ne spui.

Adrian, merci :) voi scrie pe blog ceva mai tarziu ce fac. deocamdata mai ramane sa finalizez niste detalii. sunt in proces de tranzitie. de bloguri… hm. banuiesc ca raman in spatiul public, dar cum exact ramane de vazut. oricum merci pentru reactii. de ECFR si cercetare: una din motivatiile principale in acest job este dorinta de a descoperi ceva nou. lucrurile nu se schimba chiar atat de rapid incat sa ai ceva fundamental nou la fiecare 2-3 ani. sa pescuiesti nuante noi in subiecte vechi… oricum o faci… si totusi ai nevoie de un proiect intelectual ceva mai mare… am scris despre md, despre conflictele post-sovietice, politica ue fata de conflicte, despre unele procese interne dintre ue si statele membre, despre pev, despre rusia, georgia, abkhazia, despre caucazul de sud… nu am scris despre ucraina si belarus din acest spatiu… ucraina ar fi interesanta, dar nici chiar noua nu o fi. oricum am acoperit majoritatea subiectelor politice si de securitate relevante in aceasta parte a lumii… sa le iau din nou in aceeasi consecutivitate… hm… oricum e tranzitie. mai am sa inchei cateva proiecte nefinalizate… si vedem…
asta nu e mid-life crisis, dar intrebari dupa 5 ani de research :)
