POLICY FELLOW – RUSSIA AND EASTERN NEIGHBOURHOOD

BASED IN LONDON

6 Month Fixed Term Contract – 1st Feb 2010 to 31st Jul 2010

The European Council on Foreign Relations (ECFR) is the first pan-European foreign policy think-tank. Launched in October 2007, it has offices in Berlin, London, Madrid, Paris and Sofia. ECFR’s Council of 100 Members – including politicians, decision makers, thinkers and business people – is chaired by Martti Ahtisaari, Joschka Fischer and Mabel van Oranje.

ECFR has brought together a team of distinguished researchers and practitioners from all over Europe to advance its objectives through innovative projects with a pan-European focus

We are currently recruiting a Policy Fellow for our Russia and Eastern Neighbourhood to provide analysis and advice on key political, social and security issues related to EU foreign policies towards Russia and the Eastern Neighborhood.

The ideal candidate will possess a general knowledge of and proven experience with the EU foreign policy towards Russia and the EU Eastern Neighborhood; country specific expertise on the recently joined new Eastern European member states, as well as Eastern neighborhood countries such as Moldova, Ukraine, Belarus, Georgia as well as:

  • The ability to devise new and interesting policy proposals and innovative ways of looking at EU foreign policy problems towards Russia and the Eastern neighborhood.
  • Excellent written communication skills (a very high standard of written and spoken English)  and preferably another European language)
  • Good knowledge of Russian, as well as one additional Eastern European language
  • Knowledge of and experience with the EU institutions especially related to the EU’s foreign policy towards Russia and the Eastern neighborhood
  • The ability to maintain and develop a substantial network of contacts in Russia and the Eastern neighborhood
  • The ability to conduct research and to develop new research plans with a high degree of individual responsibility
  • Strong media experience and the ability to present and speak in public
  • The ability to work within a team

and must have a proven track record of being able to:

  • Conduct specific research into European foreign policy challenges towards Russia and the Eastern neighborhood
  • Follow relevant policy and political developments in individual countries of the EU Eastern neighborhood such as Moldova, Ukraine, Belarus, Georgia and the Southern Caucasus
  • Propose related ECFR policy initiatives to relevant governmental and non-governmental actors
  • Prepare detailed reports and briefing papers, setting out relevant research findings and policy recommendations on EU policies towards Russia and the EU’s Eastern Neighborhood
  • Build and maintain contacts with relevant policy-makers, politicians, experts and others
